The Witches' Convention is a gathering of witches and warlocks which meets every one-hundred years in Salem, Massachusetts. Endora was the chair of the Convention in 1970.
In " Samantha's Bad Day in Salem" they appointed a "Resident Witch". The "resident witch" makes sure the witch hunts never happen again.
